How to Verify and Attest Your Degree Online From HEC with new system?

Step 1: Go to the http://eportal.hec.gov.pk
Step 2: If you already have an account, enter your ID and Password. If Not, then create your account first.
To create your account, you need to enter your ID card number, region and Mobile number. After Adding your number you will get a code, that you need to enter in your form.
Step 3: Once you logged in, you will get these options on Dashboard,
My Applications : This section shows the high level status of the application (saved, Submitted, In process, Attested, Rejected)
My Tasks : In this section, tasks will appear which are pending on applicants e.g. Revise Application form or Application Scheduling.
My Profile: In this section, users need to fill their profile by adding Personal, Contact and Education details.

Step 4: The next step is to upload the scanned copies of all educational documents, CNIC (Front & Back Side) and profile photo (Passport Size Photograph of you is required), the scanned documents size must not exceed 500kb. Then Click on “Save and Close” after uploading documents.
Next you can access Application Form by clicking ‘Accreditation and Attestation’ menu item and further clicking Application Form under Degree Attestation System.
Fill the online application form by completing the various tabs given in the application form.
Step 5: After filing the online application, you have to choose the option of what type of document you want to attest. You can select From
  • Attest New Degree:
  • Duplicate Attestation:
  • Supplementary Attestation:
  • Update An attested Degree:
Be Careful while choosing HEC Center, once selected it will not change
Step 6: Next is to select the desired HEC center i.e. Islamabad, Karachi, Lahore, Quetta and Peshawar from the drop down list. Be careful while selecting, you can not change the center once selected.
Step 7: After successful completion of profile and application along with uploading of documents, submit the online application by clicking the button “Submit”. After submitting the application, you will get a pop-up message, showing successful submission.
Step 8: After submission of online application by the applicant, the HEC officials will scrutinize the documents. However, if found complete according to the attestation SOP’s, the application is approved in the system.

Step 9: However, based on scrutiny, the applicant may need to revise the application form by uploading some other documents etc.
Step 10: After successful scrutiny, the applicant will receive a message & email for scheduling his visit according to his convenience. Or he can get the attested documents through courier.
After performing all the above mentioned steps, users will get their attested degrees.

Following is the procedure and requirements for attestation of documents from HEC attestation from Islambad, Pakistan for applicants within Pakistan and abroad:
  • Register your application online at “Register Online” and take print out of the same
  • Attach completely filled in and signed application form
  • Attach original Matriculation and Intermediate level certificates (or equivalence certificates e-g A/O level)
  • Attach original Transcripts and Degrees for all levels attended from Bachelors till final qualification
  • Photocopies of certificates and degrees from Matriculation till the final level attended
  • Attach equivalence of HEC in case of Bachelors or above degree from abroad
  • Copy of National I.D. Card/passport of the applicant
  • In case a degree has not been issued and the applicant wants to have only the Transcript attested, a verification letter from the Controller of Examination of the concerned University (This would be applicable to the students who passed their degree/program during the last 3 years)
  • For attestation of Degrees, provision of Transcript/Mark sheets is mandatory.
Important Notes:
  • Original Degrees/Transcripts are attested prior to the attestation of photocopies.
  • Fake degrees and/or higher degrees obtained on the basis of fake degrees/certificate are confiscated by HEC.
  • We will not take any responsibility for delays in attestation, loss or damages to the documents.
  • We will not entertain incomplete applications
  • Applicants are requested to mention their valid email addresses, contact numbers and postal addresses for further correspondence regarding their applications.

a. The Higher Education Commission has devised the guidelines to award equivalence certificate/letter to ACCA qualified members under the following terms and conditions:
b. HEC will only recognize the membership of ACCA, UK (Association of Chartered Certified Accountants (ACCA) UK
(after completion of professional qualification and other requisites including training and required professional
experience) for equivalency.
c. There will be no exemption awarded to the incomplete or part qualification of ACCA.
d. Initial admission in ACCA programmeMUST be after having 12 years of education (Intermediate level, A-level or
equivalence certificate from IBCC Pakistan) otherwise case will not be entertained.
6.1          Procedure for Application:
a. Applicant should apply on the HEC prescribed Equivalence form (E-01) available on the HEC website.
(http://www.hec.gov.pk/InsideHEC/Divisions/QALI/DegreeAttestationEquivalence/EquivalenceDegreeIssuance/Pages/Default.aspx).
b.  The holder of ACCA is required to provide and present the following documents (in original) along with their copies:
  • Certificate of ACCA membership.
  • Level completion certificates/transcripts.
  • Registration card/welcome letter.
  • Intermediate level certificate/’A’ level certificate or Equivalency certificate from IBCC Pakistan.
  • Matriculation level certificate/’O’ level certificate or Equivalency certificate from IBCC Pakistan.
  • All other supporting documents as mentioned on the equivalence form.
  • The applicant has to pay requisite equivalency fee of Rs. 5000 (non-refundable).

The following documents will be required for determining the equivalence of a qualification:
  1. Attested copy of each certificate/degree obtained with English translation
  2. Original and attested photo copy of each degree/diploma obtained from abroad & its attested translation
  3. Photo copy of transcripts year-wised.
  4. Proof of registration for the degree/diploma (a copy of admission letter etc. be provided)
  5. Printed/photo copy of the syllabus from the official record of the institution conferring the degree (English version   only)
  6. A copy of thesis in case of research degree
  7. Documentary evidence of completion of studies abroad (supported by passport entries, university letter etc.
  8. Study leave order (for in-service personnel only)
  9. Proof of scholarship, (in case of scholarship holder)
  10. A certificate relating to previous studies (or photocopy of degree certificates)
  11. Original passport duly endorsed with visas of countries concerned
  12. Copy of National Identity Card
  13. Bio-data indicating specifically the period of study spent abroad
  14. Fee of Rs. ________ (non-refundable)


 Equivalence means to determine the status of a degree/diploma obtained from any foreign chartered University/Institution as comparable to a corresponding degree/diploma obtained from any chartered Pakistani educational Institution/University. 

This equivalence determines the level of education of an applicant with reference to National Educational System of Pakistan and enables him/her to pursue higher studies and enjoy equal rights & privileges as admissible to any Pakistani having degree from any chartered University/Institution of Pakistan.
Following steps has been taken to ensure the genuineness/ authenticity of the foreign degrees/diplomas.
 
a. To determine the status of degrees held from foreign chartered/accredited university/Degree awarding institutions, the Commission consults the following international directories:-
  • Accredited Institutions of Postsecondary Education- published by American Council on Higher Education.
  • World List of Universities- published by the UNESCO.
  • International Hand Book of Universities.
  • Commonwealth Universities.
  • The Europa World of Learning.
  • World of Learning.
  • World Guide to Higher Education, Comparative Survey of Systems, Degrees and Qualifications.
b. In case, University/Institution is not enlisted amongst the list of chartered Universities/Institutions of any country, the Commission consults the concerned Embassies/High Commissions in Pakistan.
c. The Commission also gets assistance from official websites of National Bodies of the concerned countries to determine the status of university/institution and its offshore campuses. 

2.1          Principal Criteria for Granting Equivalence  

The recognition/equivalenceof the degrees, diplomas and certificates awarded by the accredited/chartered foreign universities is granted in light of general decision of Equivalence Committee of erstwhile UGC/HEC on 20.3.1986.
The decision is “Degrees/Diplomas Certificates awarded by accredited Universities may be treated in general as equivalent to corresponding degrees/ diplomas/ certificates from Pakistan.”

 HOW TO GET EQUIVALENCE OF FOREIGN DEGREES/DIPLOMAS

Applications for the Higher Education Commission (HEC) may be addressed to the Director General (A&A), Higher Education Commission, Sector H-9, Islamabad, (Tel: No. + 92-(051) 90400917, 90400913, 90400912, Fax: +92 (051) 90400902.
a.       The application should be made on the prescribed form E-01 for general and professional degrees.
b.        The application should be made on form E-02 for Deeni Sanad.
c.        Applications for equivalence in respect of Secondary School and Higher Secondary School Certificates are dealt with by the Inter-Board Committee of Chairmen (Address: Federal Board of Intermediate Education (FBISE), H-8/4, Islamabad (www.ibcc.edu.pk ).
3.1          Equivalence Steps for Walk in applicants

  •  Fill out online application form available at http://des.hec.gov.pk 
  •  Attach a set of photocopies of all the documents as mentioned in the form at Clause-IV      (Documents required). 
  • Present all the original certificates/degrees along with its transcripts/diploma supplement from Matric onward to the highest degree.
  • Documentary proof of completion of study abroad supported by passport, visa, entry/exit for study period.

e.        Equivalence fee Rs.5000/- (Non-refundable) per degree/diploma.

f.        At equivalence site of HEC, Islamabad, HBL representative is available for deposition of equivalence fee at Window 1.
3.2          Equivalence through HEC Regional Centers
The applicants may also submit their applications through regional centers of HEC located at:

  •  55-B/2, Gulberg-III, Lahore
  • Liaquat National Library Premises, Behind T.V Station, Stadium Road, Karachi.
  • Near Peshawar Text Book Board, Phase-I, Hayatabad, Peshawar.
  • Balochistan University of Information Technology & Management Sciences, TAKATTU Campus, Air Port Road, Quetta. (Ph:081-2880082)

Requirement for Final Equivalence Letter

As per policy, before getting final equivalence letter, the applicant needs to have an e-mail sent directly from his/her university/ institution to the HEC at “sasim@hec.gov.pkconfirming genuineness of degree/diploma.   The confirmation can also be sent through sealed envelope/fax directly to the HEC, Islamabad, addressing DG (A&A).

 FEE FOR EQUIVALENCE

The Higher Education Commission has prescribed the following rates of fee on equivalence certificates. The amount of fee may be deposited in cash with the Finance Division of the HEC, Islamabad or through bank draft/pay order in favour of DG-Finance, Higher Education Commission, Islamabad.

HOW TO GET EQUIVALENCE OF DEENI SANAD-SHAHADATUL ALMIYA FIL ULOOMAL ARABIA WAL ISLAMIA
As per decision of the equivalence committee of erstwhile UGC, only “Deeni Sanad- ShahadatulAlmiyaFilUloomal Arabia WalIslamia” awarded by the following 5 recognized Wafaq, Tanzeem, Rabit-ul-Madaris and 5 individual Madaris as equivalent to M.A. Arabic/Islamic studies for the purpose of teaching Arabic and Islamic studies in Colleges and Universities and for purpose of pursuing higher studies in these two fields. (Five located in Lahore, Two in Faisalabad, and one each in Sargodha, Multan&Karachi Districts)
The holder of this sand needs to pass/qualify two additional elective subjects other than Arabic and Islamic Studies along with two compulsory subjects of Pakistan Studies and Islamic studies at the B.A. level from any chartered University of Pakistan as pre-requisite for getting employment in fields other than teaching. Provisional equivalence letters are normally issued within one to two days.
